What's eHealth

Developed by the Hong Kong Government, the Electronic Health Record Sharing System (eHealth) provides an electronic platform that aims to build up free and lifelong electronic health records for all members of the public:

  • Enable two-way sharing among public and private healthcare providers
  • Voluntary participation, territory-wide and patient-oriented
  • Participants' health records are stored in encrypted electronic format
  • An information technology platform for implementing healthcare public-private partnership programmes

Five guiding principles of eHR Sharing System

  1. Electronic health record (eHR) development should be government-led and should leverage the Hospital Authority's systems and know-how.
  2. Data privacy and system security of the eHR Sharing System should be accorded paramount importance and given legal protection.
  3. Participation in eHR sharing should be compelling but not compulsory for both patients and healthcare providers.
  4. The eHR Sharing System should be based on open, pre-defined and common technical standards and operational protocols.
  5. Development of eHR Sharing System should be based on a building block approach, involving partnership with the private sector.

Electronic health record service provider

Electronic health record (eHR) service provider (SP) could provide end-user support services to healthcare providers on the installation and maintenance of Clinical Management System (CMS) On-ramp, which is a clinic management software that enables clinics to smoothly connect to the Electronic Health Record Sharing System (eHealth) for sharing of patients' clinical data.

Remark

Remarks on the list of eHR SP

  1. The list of eHR SPs represents IT service providers who have attended the training programme of eHR SP coordinated by the Government. The information in the list is provided by the IT service providers on a voluntary basis.
  2. The Government does not make any specific recommendations or warranties about the service quality of individual eHR SP, or their respective service charges. This list of eHR SPs, therefore, should not be regarded as recommended by the Government.
  3. The selection and appointment of any eHR SP in this list is purely a private matter between the healthcare provider and eHR SP and any service agreement should be directly agreed between them.
  4. Alternatively, healthcare providers may install the CMS On-ramp themselves but they will have to attend the same eHR SP training programme beforehand. For use of CMS On-ramp to support clinic operations, healthcare providers need to sign the CMS On-ramp licence agreement.
